Beijing Statistical Yearbook is a large statistical book published continuously on chronological basis. With a great deal of statistical data, this Yearbook gives a true reflection of the social and economic development and changes in Beijing over the past one year. It serves as an important reference book for domestic and foreign personnel in all circles to understand and know Beijing.
I. About the Overall Framework
(I) Overall Structure
The overall structure of Beijing Statistical Yearbook remains stable basically. Generally, it consists of two parts: article selections and statistical tables.
Article Selections: mainly include various large census and special investigation communiques, such as population census, economic census, agricultural census, as well as R&D resource check communique, etc.
Statistical Tables: include 24 chapters, i.e. general; national economic accounting; population and employment; energy; resource and environment; fixed assets investment and real estate development; finance and revenue; price index; people’s living; urban public utilities; agriculture and rural economy; industry; construction industry; transport, post and telecommunication; wholesale and retail trades; accommodation and catering industry; foreign economic trade; tourism; finance and insurance; education and culture; science and technology; health and sports; social welfare and communities, politics and law and other; tertiary industry; enterprise prosperity index, consumer confidence index, and development zones, etc., 24 chapters in total, reflecting the economic and social development situation across the city through multiple industries and fields.
(II) Structure of Chapters
Setting of chapters: mainly refers to the statistical system, arranged in a sequence with certain inherent logics, roughly general indicators first, followed by different industries and fields; economic field first, then social field.
Inside structure of chapters: Each chapter is composed of the Brief Introduction, Statistical Tables and Explanatory Notes to Main Statistical Indicators. Brief Introduction appears on the first page of each chapter, mainly introducing the main content, source of data, statistical scope, indicator standards, method of adjustment to historical data in each chapter; Explanatory Notes to Main Statistical Indicators come on the last page of each chapter, mainly giving a brief explanation to main indicators calculation method involved in the chapter; Statistical Tables are the core content of each chapter.
Arrangement of statistical tables: In each chapter, the content of statistical tables is arranged with the focus on reflecting the main conditions in the said field. Generally, statistical tables are arranged as historical data tables of main indicators first, then tables of data in current year.
II. About Main Points in the Use
Conventionally, the year indicated in the book is the publication year. The latest data indicated in the statistical tables in the yearbook are data in the previous years.
“Years” in the statistical tables are marked in three ways roughly, representing three meanings respectively. First, the statistical table is named “******(1978-2012)” (of which, “******” represents the content reflected in the statistical table, the same below), indicating that the data listed in the table are those from 1978 to 2012; second, the statistical table contains no years, indicating that the data listed in the table are those for the current year and the previous year; third, the statistical table is named “****** (2012)”, indicating that the data listed in the table are those for 2012.
There are kinds of common symbols in statistical tables:
#：represents the format of retractive gross indicators and grouped ones. Of which, a grouping indicator with the symbol “#” means that it is a part of the gross indicator; a grouped indicator without the symbol ”#” shows that the sum of all figures of grouped indicators is the figure of gross indicator.
Blank: means no data are known or available for this indicator;
…: means this figure is less than the number of minimum measurement unit in the table;
‖: “‖” in the objective column is a grouping symbol, showing that there are several grouped figures in a indicator.
***: means this figure will not be published to keep the data of individual entities as secret.
(III) Literal Introductions
Literal Introductions include User Guide, Brief Introduction, and notes under the tables, etc. User Guide appears before the Table of Contents, giving an introduction to the overall framework of the yearbook, and explaining the main adjustments; Brief Introduction appears on the first page of each chapter mainly gives an introduction to the chapter’s main content, source of data, statistical scope, standards of indicators, adjustment method of historical data, and the like; notes under the tables make an explanation on some indicator’s standard, method, scope and the like.
In general cases, the first tables in each chapter contain historical data of core indicators in the specialty or field. Generally, historical data that are shown in one table continuously by year can be used continuously. But it is also necessary to see about the notes under the table in order to have a more full understanding about the connation of indicators; historical data that are shown in several tables indicate that there were major adjustments to relevant indicators, and they need to be reflected by sections.
(V) Electronic CD-ROM
In addition, some historical data published in the latest yearbook may differ from those in the yearbooks in previous years. Therefore, the latest yearbook shall prevail in when users refer to and use any historical data.
Beijing Statistical Yearbook is provided with a CD-ROM made in two languages, Chinese and English, assisting users in working with and processing the data.
III. About Beijing Statistical Yearbook Version 2013
Compared with Beijing Statistical Yearbook Version 2012, this Yearbook mainly contains the following revisions:
1. According to provisions of National Bureau of Statistics, new standards for classification of new industiral sectors and three industries were implemented. First, in this yearbook, except for statistics on national economy accounting and corporate entities, other figures involving industrial grouping were calculated in line with the the Standard for Classification of National Economic Sectors 2011 (GB/T 4754-2011); second, according to the Provisions on Classification of Three Industries (GTZ No.108) printed and issued by the National Bureau of Statistics in 2012, labor wages, fixed assets investment and energy figures were calculated in line with the new standard for classificaiton of three industries.
2. Statistical tables and indicators that are less frequently used, easily confusable, easily misused and outdated were changed or cancelled. Fore example, such indicators as “sales of marketable houses”, “percentage of days with air quality at grade two and above” were cancelled, and statistical tables such as Basic Statistics for Rural Compulsory Education, and Statistics for System Management of Children under 7 in Beijing were cancelld.
3. New contents were added or supplemented. For example, statistical tables such as Total Health Costs, Statistics for Production of Films, TV Plays and Cartoons, Foreign Direct Investment, and Basic Statistics for R&D of Information Transmission, Software and IT Service Enterprises Above Designated Size; at the same time, such indicators as “Food Security Monitoring and Sampling Check Pass Rate”, “Drug Sampling Inspection Pass Rate”, and “Average Life Expectancy of Population”, and historical data for tables such as Total Energy Consumption by Industry, and Statistics for Foreign Fund Actually Utilized by Foreing-funded Enterrises were supplemented.
4. Continued efforts were made to regulating and consistence, including regulating the format of statistical tables and professional indicators. For example, the statistical scope of Total Tax Payable in professional financial statements was regulated.
